"IS CONSENSUS POSSIBLE?" FINAL REPORT OF FINDINGS

This report defines the Transportation 2020 process, tells what the Advisory Committee on Highway Policy (ACHP) and the Transportation Alternatives Group are, and presents the Federal Surface Transportation Program Consensus developed by the ACHP. Included in the Consensus is discussion of (A) the overall Federal role; (B) specific objectives of Federal surface transportation programs; (C) size and scope of Federal programs; (D) financing future Federal programs; and (E) administering the Federal programs.
