MANUAL ON ROAD SAFETY CAMPAIGNS
This systematic presentation of the various stages in the preparation of safety campaigns, describes their design and implementation and discusses how their effectiveness can be measured. The two main subject sources for the choice of campaign topic are: changing accident prone road uses behavior, and encouraging the use of innovations which have been shown to bring about a reduction in the number of accidents. The timing, duration and sequence of campaigns are discussed, the campaign design is outlined, and recommendations are made regarding the choice of appeals and messages. Emphasis is placed on research which will help to ensure that the campaign will be effective. Control of effectiveness is considered an essential phase; the criteria of effectiveness and the assessment of effectiveness are outlined.
