MANUAL TRAFFIC PROVISIONS FOR PEOPLE WITH A HANDICAP
This book is an English adaptation and translation of the first Dutch edition of the Manual traffic provisions for people with a handicap, which was published in 1984 by the Dutch Ministry of Transport and Public Works. The Introduction, Chapter 1, sketches the mobility problems of people with a handicap as road users. There is also an exposition of the aims of the government's policy regarding the subject under consideration. Chapter 2 gives background information relating to the composition and size of the target group, the characteristics of a handicap in relation to use of the roads, the mobility problems, and the major obstructions in the traffic infrastructure experienced by people with a mobility handicap. Chapter 3 provides a survey of the points requiring attention in the municipal strategy for improvement of the safe and independent use of the roads by handicapped people. Chapters 2 and 3 contain a number of considerations, not only for technical staff using this book but also for administrators, which are of importance in the development of the traffic policies to be adopted, specifically aimed at people with a mobility handicap, who form one of the most vulnerable groups of road users. The legal aspects and points deserving attention are covered in Chapter 4, in as far as they need to be taken into account when introducing measures intended to facilitate safe and independent use of the roads by handicapped people. For local authorities in particular, this chapter notes a number of considerations relating to traffic legislation which may be of importance in the realization of policies directed towards people with a mobility handicap. In order to assist in choosing measures a search procedure is presented in Chapter 5 whereby, on the basis of the type of handicap and the mode of travel, the measures to be adopted per route may be determined in a straightforward manner. Chapter 6 provides for the designer/road authority some examples of (combinations of) integrated measures with which practical experience has already been gained in The Netherlands.
