ANALYSIS OF 1983 INSURANCE CLAIMS TO DETERMINE EFFECT OF 1983 BUMPERS ON CRASH DAMAGE. FINAL REPORT

A total of nine experiments were designed to identify the effects on insurance claim data of the modification of NHTSA's bumper standard to 2.5 mph Phase I protection effective with 1983 vehicles. In the first five of these, State Farm insurance data is used to: compare aggregate 1981-1983 model year samples as well as claim samples for 1983 5 mph and non-5 mph bumpers; compare 1983 unchanged 5 mph bumper systems with weaker bumpers based on the changes introduced in bumper design; compare claim patterns on a make/model basis; analyze differences between manufacturers; and analyze differences in bumper effectiveness in protecting safety related parts. These experiments are intended to provide a comprehensive analysis of the differences in performance of 5 mph and non-5 mph bumpers. The remaining experiments examine data from other insurance companies obtained through the ADP Collision Estimating Services. These experiments identify factors which may influence the interpretation of results from these samples.
