THE IMPACTS OF FLOODPLAIN REQUIREMENTS ON BRIDGE COSTS
Section 22 of Iowa Senate File 524, enacted by the 1989 Session of the Seventy-third General Assembly, mandated that the Iowa Department of Transportation study the impacts of various floodplain requirements on road and bridge costs and needs. In view of this mandate, the following report was developed with three objectives: (1) examine existing state and federal floodplain rules, regulations, and design guides; (2) determine the impact these requirements have on bridge construction and maintenance costs, public and private property damage, risks to the traveling public, and the environment; and (3) recommend feasible methods to reduce bridge and highway costs. The report consists of four chapters. Chapter 1 is an introduction. The remaining three chapters address, respectively, the three objectives.
