TRANSBORDER TRUCKING : INSTITUTIONAL BARRIERS TO CANADA-U.S. TRADE OF AGRICULTURAL PRODUCTS ---PROCEEDINGS OF THE 23RD ANNUAL MEETING OF THE CANADIAN TRANSPORTATION RESEARCH FORUM, MINAKI LODGE, ONTARIO, CANADA, 24-27 MAY 1988

For industries such as agriculture where freight costs are a relatively high proportion of the finished product value, transportation can provide a significant level of protection for domestic producers, or stand as a major barrier to export market development. The paper begins with a brief synopsis of the main transport regulations and additional costs or charges associated with transborder trucking of agricultural products. A survey is presented which analyses the costs and importance of these various measures from the perspectives of Canadian and u.s. Carriers which are active in transborder trade. Finally, a comparison of freight rates is used to estimate the protection created by these institutional factors for a range of commodities which are traded between Canada and the United States.
