A FRAMEWORK FOR MONITORING THE PERFORMANCE OF TRANSPORT SYSTEMS IN CANADA ---PROCEEDINGS OF THE 23RD ANNUAL MEETING OF THE CANADIAN TRANSPORTATION RESEARCH FORUM, MINAKI LODGE, ONTARIO, CANADA, 24-27 MAY 1988

Performance monitoring consists of periodically calculating a set of indicators of the performance of a system and the comparison of system performance with its own past performance or with other control groups. The results of a performance monitoring system may be used not only for evaluating the effectiveness of the system, but also as a guide to government policy formation and private decision making. This paper develops a general framework for the development and implementation of a performance monitoring system for Canadian transportation that incorporates the following stages: 1) defining and operationalizing the concept of performance that applies to the transportation system, 2) discussing issues that will provide a basis for assessing and interpreting changes in performance, and 3) suggesting methods for selecting the best indicators of performance that reflect the objectives of all interest groups.
