THE COSTS AND POTENTIAL SAVINGS OF EMPTY TRUCK MOVEMENTS OCCURRING BETWEEN NORTHERN AND SOUTHERN ONTARIO ---PROCEEDINGS OF THE 23RD ANNUAL MEETING OF THE CANADIAN TRANSPORTATION RESEARCH FORUM, MINAKI LODGE, ONTARIO, CANADA, 24-27 MAY 1988

A 1987 survey conducted at vehicle inspection stations on highway 400 revealed that 36% of southbound trucks and 24% of northbound trucks were travelling empty. This paper examines the costs of empty movements and the potential savings that could be achieved with a more efficient matching of loads to available equipment. The results indicate that there is an opportunity to reduce costs by as much as 17.5% for movements between southern and central Ontario and 7.5% for movements between southern and northern Ontario. As many as 18.5 million annual kilometers could be eliminated. The majority of these savings would be possible only with: 1) substantial changes in market entry constraints, and 2) the establishment of an information system which would enable the effective matching of loads.
