To adjust for seasonal work loads while maintaining a stable work force, employees of some activities during one season must be reassigned to other activities during another season. The focus of this research is the development of network model that could determine the trade-off curve between the objectives of (1) minimizing total distance that the reassigned employees must travel from their respective homes to one of many site locations, and (2) minimizing the maximum distance that any one worker must travel.(a) for the covering abstract of the proceedings see IRRD 817883.
