Quality control requires careful planning and organization, which must be accompanied by a thorough understanding and coordination of roles among all participants in the construction process. In the specific context of highway construction, questions relating to quality control, who should be involved, why, how, and what are the pitfalls to watch for are examined. Basic guidelines for decision-makers are recommended in the area of road system development. Special attention is given to the optimum assignment of contractual responsibilities among (1) the contractor who builds the road; (2) the consulting engineer who inspects and/or manages the construction process on behalf of the owner; and (3) the eventual owner of the road (usually a governmental entity). Reporting relationships and the general technical procedures for ensuring the appropriate level of quality in the construction phase are also explored, as are the types and degree of technical expertise required on-site for quality control during the construction process.
