In the seventies the trend in road traffic safety in Finland was exceptionally favourable. At the end of the decade the number of fatalities was only half of what it had been at the beginning of the period. In the international comparisons at the end of the seventies Finland was considered among the leading countries in road safety. The favourable trend was due to systematic work to enhance traffic safety. Among separate measures worth mentioning are e.g. The specially tailored speed-limit system, construction of pedestrian and bicycle paths, and an act which made the use of safety-belts compulsory on front-seats of cars. The decrease of the number of traffic fatalities stopped in the eighties.
