BEYOND ISOLATION: THE FUTURE OF RURAL TRANSPORTATION AS DESCRIBED AT THE TRANSPORTATION 2020 FORUMS

The Transportation 2020 Program is a national effort begun by the American Association of State Highway and Transportation Officials and the Highway Users Federation to examine surface transportation issues. It is being carried out in preparation for new legislation in 1991, which would authorize funding for programs beginning in fiscal year 1992. Combining public and private resources, Transportation 2020 broutht together public officials, private groups, and citizens in 65 forums throughout the country during 1987-88. The forums generated a wealth of information on transportation for use in policy development and consensus building. This report describes the structural changes occurring within rural America and the transportation sector, summarizes input on rural issues given at the 2020 forums, and lists recommendations offered by participants. Although the report does not represent the policies or positions of the U.S. Department of Agriculture, it helps define critical needs and establish priorities for policy development by local, State, and national transportation leaders. It also provides an overview of the current rural transportation situation for those more generally concerned about rural America.
