IT'S TIME TO REBUILD: U.S. REPRESENTATIVE BILL CLINGER ON THE CRISIS THAT'S WITH US EVERY DAY

Representative Bill Clinger comments on America's infrastructure crisis. He then points out that we need innovative ideas to finance the rebuilding of our infrastructure, and indicates that one idea which merits debate is establishing a revolving loan fund to finance public works. Such loans would be paid back by requiring user fees, such as toll roads or charges for sewer system access.
