PUBLIC-PRIVATE PARTNERSHIPS: WAVE OF THE FUTURE?

The public-private partnership is becoming the wave--perhaps the tidal wave--of the future. There are literally thousands of public-private partnerships as the trend grows toward government eschewing confrontational politics in favor of a spirit of cooperation in both private developments and, to an increasing degree, public services. Five examples are discussed in this article: (1) Fair Lakes, a huge commercial-residential development in northern Virginia; (2) a 110-acre harbor-marina and park in a downtown rejuvenation program in Racine, Wisconsin; (3) an expansion of San Antonio's famed River Walk; (4) a golf course-housing development with streets and sewer lines included as part of the project in Clayton, California; and (5) privately constructed, owned, and operated waste-water-treatment facilities allowed by privatization legislation in Auburn, Alabama.
