CROSSING SAFETY--PART II: FUNDING NEEDS ESCALATE
The fate of railroad grade crossing safety hangs in the balance as the Section 130 (203) program of the Highway Trust Fund which currently calls for a Federal 90 percent, local 10 percent matching fund formula nears its 1991 expiration. The pressing questions are whether or not the program will be renewed and just who will bear the brunt of funding. A recent study carried out by the Department of Transportation cites the need for increased funds in this area and provides a monetary break down as to the allocation of funds for various rail-highway categories.
