SEATBELT SUCCESSES
The article discusses the '70 by 90' campaign to boost safety belt and child safety seat use to at least 70% by 1990. It is estimated that 3,500 additional lives could be saved and 59,000 fewer disabling injuries could result annually by raising and maintaining safety belt use to at least 70%. To date 34 states and the District of Columbia have adopted laws requiring safety belt use, and national safety belt use is 47% and overall child safety seat use is 67%. These represent significant increases over a relatively short period. Efforts by Congress that recognize the importance of the '70 by 90' campaign are described. Efforts in New York, Virginia and California to promote safety belt use are described. The need for strong political leadership in the matter is noted. Without strong signals for tough enforcement and widespread education from the top, occupant protection levels will not increase as they should.
