WORKING TO MAKE EFFICIENT, SAFE, AND DURABLE CONCRETE
The advances in concrete technology are noted, and the need is pointed out for basic and applied research in universities and industry to round out knowledge of concrete properties and for the United States to maintain its competitive position in construction. The state of concrete materials research was documented in a report commissioned by the National Materials Advisory Board of the National Research Council, "The Status of Cement and Concrete R & D in the Unted States." It found that the level of research and development was unsatisfactory and attributed it to fragmentation of the industry, the tax structure, low investment return, and the absence of centers of technological education. A concerned American Concrete Institute, established the Concrete Materials Research Council to promote and publicize research. The Council's goals are set forth. The resulting reawakening of the need for concrete research led to the $20 million commitment for concrete research in the Strategic Highway Research Program.
