BILLION-DOLLAR FREEWAYS FUNDED BY SALES TAX
The article describes how Santa Clara Conty, California is expediting its freeway program with an half-cent sales tax over a 10-year period. The county funded, state owned, billion dollar program will upgrade an existing trafficway to freeway standards, provide capacity improvements to a heavily-used freeway, and will construct a new connecting expressway through suburbs south of San Jose. A unique partnership was established between the state (California Department of Transportation, Caltrans) and the county agency. The work is being done by the Santa Clara County Traffic Authority (SCCTA) launched by enabling legislation from the State of California. Details of the freeway system are summarized. The design of the highway is the result of extensive consultation with the municipalities impacted by the project. The Aesthetics Review Committee and the visual guidelines it developed are described.
