THE INVESTIGATION OF THE ROAD RESEARCH UNIT'S BUDGET LEVEL AND PRIORITIES. (A REPORT ON PROJECT AD40)

This report presents the results of the investigation into the road research unit's budget level and priorities. It is divided into seven sections. In section 1, an overview of the history of the project is presented, and this is followed by a discussion of the project methodology and a summary of the conclusions and recommendations. Section 2 presents a framework by which the merit of undertaking a research project can be assessed. Section 3 summarises the major road transport costs in New Zealand (traffic congestion, accidents, maintenance, law enforcement, bridge repairs, vehicle overloading, and highway construction). A review of the past and present research directions of the road research unit committee is presented in section 4. Section 5 gives an assessment of future road transport and research needs. In section 6, the framework for assesing research projects is applied and the potential research payoffs for different research areas are estimated. Section 7 presents the summary and conclusions along with the recommendations. Publ
