PRACTICAL AND POLITICAL ACTIONS TO IMPROVE BUS TRAFFIC FLOW IN PARIS ---PUBLIC TRANSPORT PLANNING AND OPERATION, PROCEEDINGS OF SEMINAR K HELD AT THE 12TH PTRC SUMMER ANNUAL MEETING, UNIVERSITY OF SUSSEX, ENGLAND, 10-13 JULY 1984, VOLUME P253

After the decline in bus speeds and level of patronage in the 1960's, the Paris transport authority (ratp) set up a policy for revitalising its networks, particularly its bus network. Amongst the measures taken were: the creation of bus corridors, of pilot lines (high-frequency lines in bus corridors), introduction of the orange card (monthly and weekly season ticket pricing system), and development of the metro and rer (regional express rail network) networks. A study is presented of the relations between the bus network and its urban environment. A rapid review of the present situation shows that an unsatisfactory state of equilibrium has been reached between public transport, pedestrians, cycles, and the traffic as a whole. Observations show that bus speed remains stable at around 10 kph in Paris, taxis still work during peak hour, and the chance of being fined for illicit parking is less than a few percent. This has led to the implementation of two policies: long term traffic restraint, short-term actions for improving bus circulation. Both short and long term policies are integrated.
