URBAN BUS OPERATORS' PERFORMANCE IN RELATION TO THE 1983 ACT PLANS ---PUBLIC TRANSPORT PLANNING AND OPERATION, PROCEEDINGS OF SEMINAR K HELD AT THE 12TH PTRC SUMMER ANNUAL MEETING, UNIVERSITY OF SUSSEX, ENGLAND, 10-13 JULY 1984, VOLUME P253

Following the publication of "the efficiency of British urban bus operators" by higginson,mp and white,pr (see IRRD 266999) in December 1982, the transport studies group of the polytechnic of central London has continued to monitor performance in the local authority sector to financial year 1982/1983. There is some evidence of increased productivity in terms of vehicle-miles but patronage loss (mainly attributable to unemployment) has caused patronage-based productivity measures to exhibit decline. The three-year plans (covering 1984/5 to 1986/7) for London transport required under the transport act 1983 have been examined and are compared with actual performance and the overall targets for improvement. The paper reviews: the effects of external factors (unemployment, car ownership) on patronage and efficiency; recent trends in measures such as bus-miles/bus, bus-miles/staff, real cost per bus mile, and passenger trips per bus or member of staff; the range of improvement proposed in the three-year plans, and extent to which it is attained through change in working methods, and/or changing the balance between fares and service levels.
