PLANNING PUBLIC TRANSPORT FOR PEOPLE WITH DISABILITIES ---PUBLIC TRANSPORT PLANNING AND OPERATION, PROCEEDINGS OF SEMINAR K HELD AT THE 12TH PTRC SUMMER ANNUAL MEETING, UNIVERSITY OF SUSSEX, ENGLAND, 10-13 JULY 1984, VOLUME P253

This paperr examines the role of the strategic transport planning authority with reference to the glc's experience in evolving a policy on public transport for disabled people and in putting that policy into effect. The policy has evolved at the same time as: 1) attempting to establish the scale of demand and the actual transport needs; and 2) operating and giving financial support to a number of experimental schemes -a subsidised taxi scheme and several dial-a-ride schemes. The results of the research and of the monitoring of the experimental schemes has led to the continuous revision and refiniment of the policy. The elements of this policy are described in greater detail particularly the developments of alternative services to meet demand which cannot be met by existing public transport scheduled services and the results reviewed one year after the beginning of the experimental schemes. Such results indicate the continuing need for individual door-to-door transport, even if public transport were to become totally accessible to disabled people, and highlight the relative merits of the taxi scheme vis-a-vis dial-a-ride. The cost of supporting the schemes is condidered and compared with the cost of financial support for public transport services in London. Finally, consideration is given to the development of a range of services across London as part of a coherent planned public transport service for people with disabilities.
