It is described how heat from the city's power plant is the primary source for heating the liquid in the closed "snowmelt system" in which 60 miles of tubing has been placed under the hot mix asphalt street and the sidewalk. The one-inch plastic tubing was laid 1 1/2 inches below the surface, 6 inches apart. For the heating to work, the moisture from the melted snow needs to flow through the pavement surface down to the snowmelt piping. Details are given of the special mix and cautious paving that was done. The cost of the completed project was $1.1 million. The operating costs were about $20,000.
