METHOD TO DEAL WITH DBE ISSUES
Research is reported in which both disadvantaged business enterprise (DBE) and non-DBE construction firms were surveyed to determine the specific problems faced by them in their daily operations, so that a base might be established for helping their participation in Florida. The paper demonstrates the method of research in differentiating one group's problems from another group's. Specific DBE and non-DBE difficulties in the areas of finance, bonding, management skills, labor and training, and others, are pointed out. It was found that significant differences exist between DBE contractors and non-DBE contractors in response to questions on the difficulties encountered. The method described here helps the researcher quantify DBE and non-DBE problems, and also helps in excluding DBE problems from non-DBE problems.
