DEVELOPING AN EFFECTIVE SNOW PLAN
An effective snow plan is the key to reducing snow removal time and costs and is imperative for rapidly growing snow-belt communities. This article discusses the development of an effective snow plan for Aurora, Illinois. An important first question was, "What represents an acceptable operation?" Through discussion at various snow conferences and seminars, the answer became clear: a 12-hour plow back operation, with each and every street from arterial to cul-de-sac plowed curb-to-curb within 12 hours after the snow stops falling. To meet this goal a plan was developed and shaped into a preliminary package. After seeking approval from the mayor and city council, action was taken to implement the plan. This article includes a discussion of some developments and advice from the plan, such as plowing at a speed of 20 mph maximum, enforcing parking regulations, and prewetting of salt. It also includes some suggestions that are helpful when creating or modifying a written snow plan.
