SOLVING THE TRADE BALANCE PROBLEM: THE "STUFF" OF PUBLIC POLICY IN TRANSPORTATION

A publication by the Commission of The European Communities (The Economics of 1992: An Assessment of the Potential Economic Effects of Completing the Internal Market of the European Community, March 1988) contains a statement to establish the magnitude of the justifications for the anticipated removal of trade barriers among member nations of the Common Market. In this statement the authors looked to the American experience with motor carrier deregulation (The Motor Carrier Act of 1980), an event they see as being parallel to their own situation. The authors cite a 1987 study that estimated "the savings from improved transportation efficiency...to amount to the very substantial sum of 26 billion (dollars)" annually (R.V. Delaney, "The Disunited States: A Country in Search of an Efficient Transportation Policy," Policy Analysis, No. 84, Cato Institute, Washington, D.C., March 10, 1987: 9). This article examines the 1987 study, presenting information on the basis for the claimed savings and some considerations that were overlooked.
