USING A MERIT PAY PLAN THAT WORKS

This article describes the merit pay plan used in Franklin County, Ohio. One of nine evaluation forms is prepared for each worker. The forms require specific data on attendance, which is rated on a point system. After the forms have been reviewed to make sure thay have been completed properly, the county engineer meets with each supervisor and/or department head to discuss each evaluation. During this review, the employee's work performance is rated on a point scale. The total points from attendance and performance are then used to determine a merit step. Pay rate increases are determined for each merit step, and then awarded.
