IMPACT FEE PROGRAM FOR FULTON COUNTY, GEORGIA
The evaluation of the feasibility of imposing development impact fees in Fulton, County, Georgia is described. The feasibility analysis investigated current charges assessed on new development to pay for water, sewer, transportation, drainage, parks, and solid-waste disposal facilities. It developed prototypical impact fee formulas and procedures tailored to the local situation, and simulated the revenue impact of those fourmlas and procedures on several recent developments in the County. The study also initiated the involvement of developers in impact fee deliberations. The paper presents recommendations on how local governments might develop an impact fee system.
