A SIMPLIFIED ROAD MANAGEMENT PLAN FOR SMALL URBAN AND RURAL MUNICIPALITIES ---1987 ANNUAL CONFERENCE PROCEEDINGS: ROADS AND TRANSPORTATION ASSOCIATION OF CANADA, SASKATOON, SASKATCHEWAN, CANADA
Recognizing the shortfalls of the existing planning approach in small urban and rural municipalities, the Ontario Ministry of Transportation has developed a simplified road inventory and appraisal methodology for use in the preparation of a five year road management plan. This paper summarizes the advantages for municipalities using such a plan, which is intended to: 1) inform council of the existing condition and needs of their road system, 2) formulate the most cost effective long term maintenance and construction strategy within budgetary limitations, 3) document those needs which require special funding assistance, 4) provide a projection of the future adequacy of the road system, and 5) provide a suggested year by year work plan for council.
