THE USE OF PASSENGER TRAVEL DATA IN NATIONAL TRANSPORTATION POLICY MAKING ---ANALYSES OF PANEL DATA, PROCEEDINGS OF THE ROUND TABLE CONFERENCE ON THE LONGITUDINAL TRAVEL STUDY, THE HAGUE, MAY 14-15, 1987

The development and implementation of transportation policies is a continuous process which needs to be supported by an array of data collected on the transportation system, including data on the demand for and users of the system. Governments spent large sums of money to design their data requirements, to collect this data, and to analyze it. They are concerned about the cost of such data and its usability for analyzing the effects of existing programs and policies, and for developing new policies and programs. Generally, no one survey or survey type can fill all the needs for transportation data. In recent years, urban transportation policies have been undergoing reevaluation in many countries in North America and Europe. Governments at all levels are looking more carefully at their expenditures of funds to make certain that these expenditures are necessary and that they are done in the best manner. The United States has three primary nationwide sources of data on passenger movements: (1) national travel survey, (2) nationwide personal transportation survey, and (3) journey-to-work survey supplement. These data, along with other data collected on the transportation system, are used in a number of ways to meet the needs of policymakers and analysts. The Dutch longitudinal travel survey provides a richness of data that can fulfill a number of data needs for overall national transportation planning and provide additional opportunities to study travel behavior at a detailed level, and analyze policy options.
