VEHICLE EXHAUST AND EVAPORATIVE EMISSION CONTROLS AND SECONDARY POLLUTANT AIR QUALITY

Currently, understanding of the role of motor vehicle exhaust and evaporative emissions on the environment is expanding rapidly. This report takes advantage of this progress to extend and improve assessments of the impact of motor vehicle emissions on secondary pollutant air quality. The details of the methodology have been presented in a companion report (aere r12919) only the assumptions pertaining to the vehicle emissions have been updated in the present study. The results confirm that the stage I provisions of the Luxembourg agreement will be important to stem further deterioration in secondary pollutant air quality in the future, taking into account growth in vehicle usage. Strict stage II provisions appear to produce additional significant reductions in peak ozone and pan concentrations. Stage II provisions set at about hc+nox at 8 g/test appear to offer the best improvement in secondary pollutant air quality that can be achieved by further regulation of the small engine size vehicle category, alone. A detailed treatment of motor vehicle evaporative emissions has been implemented in the photochemical trajectory model. The results show that controlling evaporative emissions will indeed lead to reductions in peak ozone concentrations downwind of London but the benefits are likely to be significantly smaller than from exhaust emission controls.
