OCCUPANT RESTRAINT PLAN FOR NEW YORK STATE 1983
This publication notes that the most effective countermeasure for reducing trffic deaths and injuries is the safety belt, and that a statewide program to increase the voluntary use of seat belts should now be implemented. Positive attitudes toward safety belt use must be developed. This publication presents a plan of action and describes ways to combine the available resources of the private and public sectors to increase the level of occupant restraint use. Corporate programs, model community programs, actions which can be taken by states and local government agencies, public relation activities, enforcement activities and a program evaluation are incorporated into the statewide occupant restraint plan.
