1988 SURVEY OF FRINGE BENEFITS FOR HIGHWAY AND TRANSPORTATION DEPARTMENT EMPLOYEES
This report provides comprehensive analyses of the fringe benefits provided to transportation department employees and informational materials as to prevailing practices in the various member departments without recommending specific practices. The predominant conditions in the member departments are as follows: the normal workweek for both office and field personnel is 40 hours; 11 days are the average number of holidays per calendar year; only 29% allow election day as a holiday; a predominant number of the member departments grant 13 vacation days per year and nearly all member departments grant additional days based on increasing years of service; and the average number of sick leave days per year is 13 days with over three-fourths of the reporting members indicating no maximum accumulation of the number of days. All member departments provide a health insurance plan for the employees and all make some contribution to the cost of the plan. Virtually all member departments provide a life insurance plan and make some contribution to the cost of the plan. Also, some member departments have implemented innovative new benefit programs in areas such as educational assistance, moving expenses, child care, physical exercise and public transit.
