THE DOCTOR METHOD AND INFRASTRUCTURE
METHODE DOCTOR EN INFRASTRUCTUUR
The conflict observation technique doctor, as developed by the Dutch institute for road safety research SWOV and the institute for perception izf-tno, can be used: (1) as an instrument for the diagnosis of accident black spots; (2) to study aspects of the lack of traffic safety thoroughly; (3) to evaluate countermeasures and their effects on traffic safety by before and after studies; and (4) as a criterion for determining priorities in the total programme and planning of traffic safety research into the improvement of a specific location and/or area. On a local level the doctor method is only meaningful, when countermeasures can be proposed by observing and analysing conflicts. Up until now, the doctor method has provided inadequate starting points to propose countermeasures directly. It is necessary to find an insight into the relationship between the complexity of traffic transport and safety. Traffic and transport should therefore be considered as a complex system of man, vehicle, design, infrastructure and traffic flow. This report presents how the doctor method can be completed with these points of view.
