STATE RURAL TRANSPORTATION PROGRAMS IN AN ERA OF CONTRACTION. NEW ALLIANCES FOR RURAL AMERICA. BACKGROUND PAPER SUBMITTED TO THE TASK FORCE ON RURAL DEVELOPMENT

This paper focuses on the role of transportation infrastructure and services in rural economic development. It examines the best methods of investing in transportation infrastructure in an era of fiscal austerity and economic decline in many rural areas. The objectives of the paper are: to examine the transportation problems facing the states, today and in the near future; to determine the range of state responses to these problems; and to identify those responses and other untried approaches that are--or are likely to be--the most successful in addressing the problems. The paper begins with a brief overview of America's transportation system and the economic issues it faces. The conceptual role of transportation in the process of rural economic development is explored. Then, state experiences with transportation investment strategies are reviewed and innovative strategies considered. These stategies fall into one or more areas. Among them are development of new funds or the diversion of existing funding sources, strategies that target infrastructure investments, strategic disinvestment or reductions in service, increased efficiency of service provision, and other miscellaneous strategies. Finally, conclusions are drawn and recommendations made.
