This Guide provides ideas on how to develop a hazardous materials transportation safety program at the most economical cost. Examples are presented of different state and local agencies sharing the cost of providing labor, equipment and materials. Ways in which private industry have supported state/local safety programs are illustrated. Publications and other sources of information are also identified.
