SURVEYING THE NATION'S SCIENTISTS AND ENGINEERS: A DATA SYSTEM FOR THE 1990S

A Panel was appointed by the Committee on National Statistics of the National Research Council to study the National Science Foundation (NSF) Scientific and Technical Personnel Data System (STPDS). The Panel thoroughly investigated the overall quality of the current data system and the extent to which it is actually realizing its potential to support detailed analysis of the nation's science and engineering personnel resources. The Panel concluded that weaknesses in the system greatly impair the value of the information for the purposes it is intended to serve. Specific recommendations were developed for the design of the NSF science and engineering personnel data system for the 1990s. The design includes many elements that are similar to the current system but also reflects important conceptual and operational differences.
