Several improvements have been made in the design of bituminous pavements, mainly as a result of extensive testing carried out with the heavy vehicle simulator (hvs), on pavements throughout South Africa. The objective of this paper is to present a summary of the latest method of design together with the economic consequences of the improvements. In bitumen-base pavements under very heavy traffic conditions and high road temperature conditions, the need exists for a better compromise between the opposing requirements of fatigue and deformation. To meet this need the bituminous mixture is made stiffer to minimize deformation within the asphalt, while fatigue is minimized by providing stiff support layers under the bituminous base in the form of weakly-cemented layers. This allows the design of more economical bitumen-base pavements for heavy traffic situations. The economic advantages to be gained from the implementation of stage construction concepts for asphalt pavements is also shown to be considerable. The decision to implement stage construction techniques is, however, complicated by the fact that it is present policy to monitor the road system and to rehabilitate when a certain level of distress has been reached.
