VALUE CAPTURE AND BENEFIT SHARING FOR PUBLIC TRANSIT SYSTEMS. FROM THE BOOK TRANSIT, LAND USE & URBAN FORM
In identifying factors leading to successful implementation of benefit sharing, the willingness of the transit agency to go beyond its traditional function is most important. The first step should be a systemwide review of the opportunities for benefit sharing within the agency. Some type of continuing structure should be established that is appropriate to the agency's size. The benefit sharing philosophy should be inculcated in all of the operations of transit. The private sector should be approached in a businesslike manner. Their timing schedules and requirements are valid, and the developer should not be treated in a punitive way or with an exploitative attitude. Similarly public agencies must maintain credibility in terms of timing, funding and meeting deadlines, because time is the one element that costs the private sector the most.
