TRANSIT AND PLANNING TECHNIQUES IN SAN DIEGO. FROM THE BOOK TRANSIT, LAND USE & URBAN FORM
Transit planning techniques in San Diego are described. From a policy perspective, force-feeding mass transit to an unwilling public is not a substitute for providing a transportation network that satisfies personal mobility demands. Sunbelt cities will continue to grow as automobile-dependent, polycentric areas. The planning challenge is threefold: to promote the highest quality automobile-oriented development, both environmentally and aesthetically, for areas of lesser intensity; to preserve the opportunity for future intensification by requiring development phasing plans that allow for diminished automobile dependency, and guaranteeing right-of-way reservations for future transit; and to establish development incentives to support transit by encouraging higher intensity development within potential corridors and transit nodes.
