RIGHT OF WAY REGULATIONS FOR BICYCLES AT INTERSECTIONS --ROAD USER BEHAVIOR. THEORY AND RESEARCH. PAPERS PRESENTED AT THE 2ND INTERNATIONAL CONFERENCE ON ROAD SAFETY HELD IN GRONINGEN, NETHERLANDS, AUGUST 1987
All traffic from the left has to give way to all traffic from the right at intersections of the same order. This is a general right of way regulation that is in force in almost all European countries. In the Netherlands however, there is a different rule: at intersections of the same order cyclists have to give way to motorized traffic from the left. It is considered to be undersirable that the Dutch priority rule is in contravention of the European rule. But a modification of this priority rule should be investigated thoroughly, particularly in view of the fact there is a considerable number of cyclists in the Netherlands. With the empirical data that were available it was not possible to give direct answers to the main questions. The situation was too complex to be able to point out the consequences of a change in the priority rule, mainly because the following items had to be taken into account: (1) for the procedure of having and giving right of the way perception plays a considerable role; and (2) cyclists have to cope with complex circumstances. The fact that they approach and often cross traffic streams of different character, has to be taken into account. An extensive research programme was set up in order to come to an optimal estimation of the consequences of a change in the rules for giving way. The two basic objectives were: (1) under which circumstances can the right of way regulation in the Netherlands be adapted? And (2) which kind of system of right of way regulation can be applied for this? The researches have got a special emphasis at the background of rationalizing and deregulating the general traffic rules legislation. For the covering abstract of the conference see IRRD 815404.
