DRIVER IMPROVEMENT MEASURES AS MEANS TO INCREASE TRAFFIC SAFETY --ROAD USER BEHAVIOR. THEORY AND RESEARCH. PAPERS PRESENTED AT THE 2ND INTERNATIONAL CONFERENCE ON ROAD SAFETY HELD IN GRONINGEN, NETHERLANDS, AUGUST 1987
The attitudes and expectations that a road user has when using the traffic system, are essential to road safety. There are manifold interactions between the user and the traffic system. If you change the system man is able to cancel out each technical safety measure due to his maladjusted attitudes, which can result, for example, in him increasing his speed. Everything depends on the values and attitudes of the road user. The better adjusted to the traffic situation these are, the better it is for traffic safety. That does not mean that technical safety measures are worthless, but they can only be effective if they meet with safety minded attitudes and behaviour. In which way can safety attitudes and safe behaviour be realized? Looking closely, it appears that nearly all nontechnical safety measures try to influence attitudes and behaviour. Strictly speaking there is no difference between general and special preventive measures. They only differ in the method of dissimination of the messages. Three driver improvement programs as special prevention used in Austria are presented in more detail and their efficiency is discussed. For the covering abstract of the conference see IRRD 815404.
