ROADS IN DEVELOPING REGIONS. REPORT FROM THE NETHERLANDS --PIARC XVIII WORLD ROAD CONGRESS, BRUSSELS, BELGIUM, SEPTEMBER 13-19, 1987

The following points are dealt with in this report: (1) justification of road investments -effect of pavement quality on transport costs (scholtens). The relation between road surface quality and transport costs can be shown by comparing the breakdown of haulage rates in their total cost of ownership elements (tcoo) for different types of road surface. Since poor and very poor road surfaces cannot be classified by means of roughness measurement figures use has been made of a photograph matrix; (2) management of road investments -methods of monitoring and laws of pavement performance (fuchs). Road maintenance requires extensive budgets. Policy and control instruments are of increasing significance for decision making. Maintenance programmes should be prepared for 3 subsystems: pavement, structures, non-pavement. A pavement management system is described with emphasis on visual condition surveys and implementation; (3) operation of road networks - control of overloading and technical condition of vehicles (jager). Overloading causes damage to road constructions and threatens road safety. Technical checks at random should have priority over inspection systems. The paper describes the establishment of a system of technical control, the necessary regulations and the organization of a vehicle check system; (4) design and construction technology -modern methods for site investigation (beck). The article deals with remote sensing for road design and reconnaissance. The potential of satellite data has rapidly increased, high resolution instruments enable pixels of 30x30 or even 10x10 meter. Experiences with microlight aircraft are promising both for vertical and oblique photography.(a) for the covering abstracts of the congress see IRRD 812115 and 812116.
