ROADS IN DEVELOPING REGIONS. REPORT FROM THE FEDERAL REPUBLIC OF GERMANY --PIARC XVIII WORLD ROAD CONGRESS, BRUSSELS, BELGIUM, SEPTEMBER 13-19, 1987

Refugee or reception camps for persons from famine areas are located mainly in remote regions which have no road access for delivery of supplies. The report shows how, in southern sudan, the proposed road connection was selected for improvement taking into account the local topography, the available funds, and the time available before the next rainy season. For the 15 km long road, planning and construction operations were combined. The selection and use of equipment are illustrated. The construction period was 30 days, and the cost totalled 200000 us-dollars (July 1985). To carry out proper road maintenance, a plan must be devised that satisfies the following aims: minimisation of costs for maintaining the project, reduction of road user costs, and increasing the safety. In the report, the necessary components are dealt with, i.e. Tasks and extent of the work, type of organization, personnel, road maintenance centres, vehicles, equipment and workshop equipment as well as information systems and methods of reporting. The rapidly growing use of motor vehicles in the developing countries has resulted in a marked increase in accidents. Taking Malaysia as an example, the report shows the accident trend that has developed there, the main recorded causes of accidents, how the accidents were distributed, in terms of the types of vehicles, and what legislative steps were taken in order to reduce the number of accidents. The ability to enforce laws is of great importance here, and this is the case in Malaysia. The use of local construction materials for road building in developing countries, with the aim of cutting costs, is very important. For this purpose, suitable design and test methods must be developed. The first report deals with roadway base structure, the formation of local soils and their material characteristics (including test methods) and suggestions for the selection of local construction materials. The second report deals with a test stretch of road in malawi in which the behaviour of a pavement on varying subgrade conditions is recorded and measured over a longer period so that at the end of this time conclusions could be made regarding the various design methods.(a) for the covering abstracts of the congress see IRRD 812115 and 812116.
