ROADS IN URBAN AREAS. REPORT FROM FINLAND --PIARC XVIII WORLD ROAD CONGRESS, BRUSSELS, BELGIUM, SEPTEMBER 13-19, 1987
Environmental traffic capacity of a street shows the highest traffic volume the street can take considering the environmental factors. The aim with the method development has been to create a simple and easily measurable indicator for calculation of environmental capacity for streets of different type on uniform bases. For the calculation we need the traffic volume of the street and its composition, number of pedestrians, traffic speed, and street cross-section. Traffic accidents occurring in urban areas can be found by various ways. Less than 30 per cent of all accidents are reported by the police. The coverage of the accident register of the traffic safety committee of insurance companies is much higher, almost 80 per cent of all traffic accidents. Bicyclists were involved in 90 per cent of the accidents reported by the school children. These accidents are very poorly included in the registers and a local survey is needed to gather data of them. Managing the road safety problem is only possible with a good information system including accident data collecting, storage, retrieval and analysis system. The road and traffic laboratory of the technical research centre of Finland (vtt) has developed a new accident data system for municipalities.
