EXISTING ASSESSMENT FRAMEWORKS, PROBLEMS AND TRAVELLER BEHAVIOUR. CITIES AND ROADS. PAPERS FROM TRANSPORT 2000 SEMINAR, UNIVERSITY OF LONDON, 26 NOVEMBER 1985

The present framework for the assessment of trunk roads was developed from the report of the standing advisory committee on trunk road assessment (sactra) and various Department of Transport manuals and guidelines. This paper discusses some deficiencies in the sactra process, and describes some appraisal methods performed by the GLC. It concludes that cheap and attractive public transport, and efficient execution of the existing parking control system in inner London and extended to town centres in outer London, would result in substantial traffic reductions and reduce the need for large scale road schemes.
