FUEL TAX IS FOR ROADS ONLY, SAY FORMER US ROAD ADMINISTRATORS
Four former Federal Highway Administrators reiterated their opposition to diverting fuel tax revenues to other purposes (such as deficit reduction) than the Highway Trust Fund at Washington, D.C., press conference on 15 December 1988. In their view, such diversion would greatly reduce the Fund at a time when actually more funding is needed for increased maintenance. Increasing fuel taxes to reduce the Federal deficit would also be highly regressive, with a disproportionate burden falling on those with low incomes and those in rural areas. It would also exacerbate the reduction in funding for roads by reducing state revenues, since the fuel tax would be deductible as a business expense.
