ENERGY MANAGEMENT IN LIGHT COMMERCIAL VEHICLE FLEETS --14TH ARRB CONFERENCE, 28 AUGUST - 2 SEPTEMBER, 1988, CANBERRA, ACT, AUSTRALIA; PROC. PARTS 1 - 8
A major national survey of the Australian light commercial vehicle fleet was undertaken in 1986 to obtain information on the size of the vehicle fleet, nature of vehicle use, fuel costs and the importance of energy matters, awareness of government transport energy conservation programs, and whether any transport fuel conservation actions had been undertaken. The study also obtained information on impediments to the more widespread adoption of energy conservation actions. Despite the fact that the majority of businesses surveyed believed that energy conservation within their vehicle fleet could reduce operating costs, less than a third had initiated any energy conservation measures. Even fewer were aware of government energy conservation information and promotional activities. Where energy conservation measures had been implemented, they were usually undertaken on an ad hoc basis, with emphasis on technically and logistically simple measures. Transport conservation measures that involved significant behavioural and administrative changes were rarely undertaken, even though their merits were recognised. A number of government initiatives are seen as necessary before business will extend (or even commence) energy conservation actions. In particular, financial incentives detailed and industry specific conservation information, and direct contact and assistance in the form of industry based advisory services were seen as necessary to stimulate interest. This paper reviews the extent of energy conservation in the light commercial vehicle fleet and comments on the potential for further energy management. It also discusses business attitudes to energy issues and the policy initiatives required to further stimulate energy conservation (a). For the covering record of the conference, see IRRD no 808936.
