GENERAL AVIATION AND COMMUNITY DEVELOPMENT
The results are summarized of the Engineering Systems Design Program which was planned to accomplish the following: provide a framework for communication and collaboration between academic personnel, research engineers, and scientists in government agencies and private industry; provide a useful study of a broadly based societal problem requiring the coordinated efforts of a multidisciplinary team; and generate participant experience in, and foster interest toward, the development of systems design activities and multidisciplinary programs at the participants' home institutions. The study assembled 22 investigators representing 19 academic disciplines. The major components of the general aviation system (the vehicle, support facilities, airways and avionics, and human factors) are discussed, and the relationship between issues related to economic factors, environment and mobility patterns are examined. Factors important to any community considering general aviation are analyzed and a decision-making process is outlined. Such a process must consider characteristics such as demographic data, socioeconomic factors, institutional structures and internal and external pressures. If need is demonstrated, further investigation of economic estimate of demand and the community goals is indicated. The report also examines Virginia's transportation facilities and services, its Air Transportation System Plan, regionalism, and selected case studies of individual aviation facilities. A guidebook is included which is designed to assist local decision-makers in determining if a community requires aviation services to fulfill its needs; it is organized in a flow chart pattern with accompanying text.
