The author examines the visual impact of large road structures, earthworks and views, traffic in general, including the widening of existing roads, and large vehicles. Four main variables in the established approaches determine the fundamental principles of measurement and assessment: (1) what it is that is seen and its subjective association, (2) how much of it is seen, (3) where it is seen from and by whom, and (4) whether it is permanent or transient. This paper mainly deals with points (2), (3) and (4). Certain aspects of the established methods set out in mea (manual of environmental appraisal) need clarifying: where the proposals are complex, full details must be made clear; in the case of visual obstruction rating, the angle of view of the road is all important; visual obstruction on views from people's gardens should be included in the calculations; and a rating for net new visual obstruction along a widened road should also be calculated. The subject of the visual impact of traffic should be reviewed as a result of increased flows and larger goods vehicles. A method is proposed for calculating the visual obstruction of traffic based on the flow of vehicles per day and the speeds at which they are travelling.
